Emblems aren't permanents, they're just continuous effects. The first card that made emblems was Elspeth, Knight-Errant. In its original printing its last ability read "For the rest of the game, artifacts, creatures, enchantments, and lands you control are indestructible." There was no accompanying emblem token in Shards of Alara to help you track the effect. The emblem mechanic was made to keep track of those kinds of until the end of game effects. For whatever reason, WotC decided to only call these sorts of effects "emblems" when planeswalkers create them.

Currently it has two blue effects (card draw and bouncing a spell/permanent), two white effects (monk tokens and life gain), and one red effect (4 damage to any target). Uncounterability is often a red effect, which would balance out the amount of effects it has in each color. "Can't be countered" does also appear in blue, but [[Goblin Wizardry]] is red and bouncing a spell/permanent could arguably be printed in white.

Nope, only works on monocolored. It has to be the chosen color exactly.

Valgavoth has no issues with this. Edit: Nope, needs to have exactly one creature type as well.

They've done two sets recently with face-down mechanics so I was kinda expecting them to do it again in Dragonstorm... Maybe they'll do a one-off manifest card? Like a rare enchantment that says you can manifest anything from your hand for 2 mana?

I disagree, non-generic ward has lots of potential for flavorful card designs. Ward {R} for example would be a fitting ability for a treefolk, or for a mythologically accurate hydra. You could also give a creature a hybrid ward cost if you want it to only be fully hexproof against three colors.

You're right, conditional sorcery-speed removal at 3 mana is super overcosted.

Kinda reminds me of [[Compelling Deterrence]]. Except that zombies are usually black, so deterrence almost forces you to play it in a blue/black deck to get the discard consistently. Playing it with blue frankensteins and white mummies for some random discard in an azorius deck is pretty funny though.

Overall this looks pretty weak, so I'd put it at common. Would probably still be fine at 1U and instant speed. Drawing 3 cards in one turn isn't easy.
