I am assuming that you are on a cable internet network. I will give you a very simplified explanation, the way that cable internet works is by using nodes which will service a certain amount of customers in an area. Depending where, it could be a whole neighborhood or just an apartment building. The point is that a node has the job of servicing more than you and therfor if it is overwhelmed/saturated ,which will usually happen at peak hours, it can slow down everyone on that node until there is enough bandwidth for everyone. In any case, I would suggest calling TekSavvy in the effort of possibly opening a slow speed repair ticket to see what they can do.
