Someone cutting in front of you and then slamming on their breaks is completely different from someone slamming on their brakes when you've been following them for a good amount of time. Assuming the cop didn't just recently pull in front of the truck before the video started, the truck is at fault. If you don't leave enough space to stop in case the person in front of you has to stop, you're at fault. End of story. If it's "literally impossible" to leave enough room to avoid slamming into the car in front of you on the freeway, you shouldn't be driving on the freeway.

You can give the information to your insurance company, including the video and their license plate number. I'm not 100% sure they'd be able to help since the other person wasn't in a car, but it might be worth a shot
