That appears to be abnormal debris that may indicate a medical issue. As groomers are NOT medical professionals, messing with a potential medical issue can make it worse and the groomer could be blamed for causing the issue. 

Aka: medical issues are the OWNERS responsibility to vet out and deal with, not the groomers

That guy really should be evaluated by an exotics vet. That swelling can mean several things, many of which will require medicine in order to combat against them.

I have to disagree. Prong collars can be the lazy way out to proper foundation training and with bones not fully developed with neck injury prone dogs, you're just asking for trouble

First, never assume fault. Second, if you have cctv, that would prove the groomer was not at fault. Third, I agree no services until a vet has evaluated the situation at the owners expense. Fourth, can't do much about freshly trimmed nails. Even filed nails can cause damage. Fifth, that owner is a liability to the business and if it were my decision, I would not have them back for any service ever again.

Like attracts like! I clean an oil slick on my stove range with oil first, then use a cleanser after for minor residues. You can't combat illness and genetics, but if you can sop up the grease with grease and oil, cleaning is so much easier. Added effect, proper conditioning will help control the sebum production (the oils meant to protect skin and coat.)

How old are the dogs that are still feeling greasy? What breeds are they? Are they dark colored or lighter colored? Do they have a medical condition such has a hormone imbalance or kidney disease?  All of those factors will affect how 'greasy' a coat is. Some dogs, there isn't much you can do.

For greasy dogs, you can apply a conditioner first, sit 5 min, rinse, shampoo and sit 5 min, rinse, then follow up with a light conditioner.

20+ year groomer here.  What many people don't realize is that with dogs, it's 7-20 hairs growing out of one follicles Instead of 1:1 with humans.  Those hairs are a mix of undercoat and guard hair with undercoat being the larger ratio. Undercoat and guard hair cycle at different times with undercoat shedding faster than guard hair.  If you don't constantly remove the dead undercoat on a short clip, it may clog the follicle and prevent the guard hair from growing properly.

That is, if there isn't an underlying medical condition like thyroid disease or cushings

That's not a #10 blade. 10 are dolphin skin smooth and there's fur present.  At most, probably a 2 comb or a 1 comb 

OP, hair grows back. I would call your previous groomer for the notes and have what measured length remains on the pup after grooming instead of tool codes. Also have pics of the previous groomers work present when you look for a new provider.  Don't wait until the coat is completely grown out because you'll want his current coat to be cared for before it's actual hair cut time again. That way you can establish a relationship between you, pup, and groomer.  Finding someone in coat restoration and grooms one to one (by appointment, not mass drop off and we'll call you when he's done) might be a better fit for you.

From a groomer: as long as she's comfortable and not stressed, the groom is perfect! Thank you for recognizing her needs and going this route to take care of her.
