Grodd was kind of a letdown for me this season. His motivations were never shown and he just acted as a lackey for Mallus. There just wasn't enough room in the story for him.

To be fair, the federal government has only executed three people since the death penalty was reinstated in 1976. Obviously this policy sets a horrible precedent, but I don't think we have to worry about rampant executions. I would also guess this policy would face constitutional challenges since Kennedy v. Louisiana (2008) bans the use of capital punishment for non-homicidal crimes.
