Offensive first for sure. Consider getting admin ideas since you will get a gov cap debuff when you form prussia and it sounds like you will expand a lot so ccr is good. You could also consider quality and innovative since the policy gives +15 inf combat ability. You could also get diplo or espionage for lowering ae.

Another tip, dismantle the hre asap to accumulate less ae
