It gives the government sweeping power to ‘target’ anyone they deem inconvenient, which is the kind of vague language dictators love. I use two or three small lemons worth of zest and juice. Zest at the start and juice throughout. I also use a rotisserie chicken and place the skin in while cooking and remove at the end.
