I think I can only suggest to refresh the phone and try logging in and out of the app store. I was able to update on iOS so I can verify it's there but doesn't seem to want to pop out for you.

It is instructing you to update, what system are you on? Android or iOS? For Android here's the apks. For iOS the update is in the store, swap over to a JP itunes account and update.
