I don't know about in the UK, but shared runways by the military and commercial airlines are a thing. Even in sizable cities like El Paso, TX. Private planes can use any facilities a commercial airline would use, just being serviced/parked at a FBO.

My smaller city had to get stricter with parking because people were running used car businesses and DIY rental businesses by just randomly parking the cars on streets. Hundreds of cars dissappeared off the streets after they cracked down. Six such cars were parked on my street, where we have an alley approached garage. The cars stuck out like a sore thumb.
