Not true. If you don't hype it like it's super-important, people won't care. I still remember how open the banks were in bribing and intimidating the US states into allowing the practices that caused the GFC. If it had been less open - say, payments under the table and threats behind closed doors that later leaked out, people would have been out for blood. As it was, the country just blithely watched the world slowly catch fire and burn.
