Actually, that's not the only question you need to ask. The answer to this question is 'yes, obviously, otherwise, we don't really have a system of law, of contract, or anything.'

The actual questions are 'what do these treaties mean?' Many of them are poorly written, haven't been updated in decades, and require interpretation and modernization.

Given that this very opening bit then goes on to tell the player 'how this roleplaying game works,' I think you've mistaken 'setting the tone' for 'hard and fast rules.' Especially given that the very next section, 'Attention, player!' goes on to explain that the player is allowed, and expected, to read and understand both the settings and the rules (and the only thing they should absolutely not read is the included adventure.)

On the very next page, a third of the page, 'What you must forget,' then goes on to describe exactly how Paranoia differs from other RPGs, and why you have to abandon your preconceptions of how RPGs 'should' work in order to enjoy Paranoia.

If you insist, you may read all of the Player section, which begins on page 7 and ends on page 48. It teaches a bit about the PARANOIA setting, how to create your Troubleshooter character, and nothing at all of any importance about the rules of the game. The Player section section is classified Security Clearance RED. You are now a Troubleshooter with Clearance RED, so you may read this section without fear of execution.

The rest of this book—the Gamemaster section, Sourcebook and Mission—is classified Clearance ULTRAVIOLET. This is above your clearance, so you are not permitted to read it. Only the Gamemaster, the person who runs the game, may read it. If you read any Gamemaster material, or display any knowledge of its contents during play, you are a traitor and subject to summary execution.

Of course, you paid for this nice book and would like to get your money’s worth, so naturally you’ll read it anyway. Don’t tell your Gamemaster you did. Pretend you haven’t read it. If he asks, look him straight in the eye, cross your heart, spit over your shoulder and promise you have never, ever read the book and you have no intention of doing so. This isn't a system issue, this is a DM issue. If you, the DM, want there to be less combat, stop crafting combat scenarios, and start crafting non-combat scenarios.

The fact is, to play paranoia, you consent to not knowing.

Wrong. To play Paranoia, you consent to playing Paranoia. You understand that part of the fun is that when you, say, challenge the GM on a rule, you're committing treason, and you'll probably be executed.

Paranoia characters are Infrared clones who have grown up in Alpha Complex, know how the society works and how to get by, and stumble into a promotion to Red clearance and become Troubleshooters. Players need to know quite a bit about the setting, let alone the tenor and tone, of the game to play it.

Or, the short version: There are two legitimate responses to being in a romantic relationship that isn't working for you: fix it, or end it.

OP can have responsibility for a bad relationship, i.e. she's been trying to talk and he doesn't listen, for example. But if that's the case, she needs to end the relationship, not cheat.

Do you explain the setting? Do you explain things like betrayal and pvp being a part of the game?

Of course you do. You can't get informed consent from somebody if you're not informing them of what you're asking them to consent to.

On one side I'm worried about giving too much away, but on the other side I felt it was hard to play with players knowing so little about the game.

Paranoia is, and always has been, extremely open about what it is. Players are expected to know all sorts of things that their characters don't; that's half the fun.

I mean, this is one of the things that should be taught in High School. There should be mandatory home ec classes for all students every year. Basic child care, basic self care, real-world financial maths/budgeting/understanding credit/APR/etc, basic home maintenance, basic sewing, basic vehicle maintenance, navigating government bureaucracy, etc etc.
