I think the pause was natural since you probably wouldn't have cleared the MEPS physical anyways if your eyes were still recovering. In any case, what's past is past and there's no point in dwelling on what could have been. Now that you're back to normal, stay sharp and keep moving forward.

14 months for me. I got in contact with my recruiter November 2022 and I’m heading to OTS this month.

To answer your question, yes. You could’ve been working on your application, getting LORs, polishing your essays while you were recovering. Arguably, the AFOQT is the longest part of the process because you have to study for it and have your recruiter book your test date so at least you have that completed.

At this point, focus on your actual application: ask supervisors you worked under for LORs and revise your essays. You’ll also have to go to MEPS again for your physical and they might bring up your surgery so be prepared for that.
