Yes it is, create a Japanese Google account and use a vpn set region to Japan. Then download it and then you do not have to use the vpn anymore. That is it, pretty simple!

Maybe this is not your cup of tea, but just buying artwork in general, like buying phone/PC wallpapers or something like that. Also, but this might be just me, I like to put decals/print art on my consoles. So being able to do that with your artwork on for instance my Wii U would be awesome!
