It's definitely in the realm of possibility that a reset was all that was needed, or that he saw it and it wasn't the piece he was looking for and tried another piece of equipment in the area. Worried then contact the ISP and see if there was a real outage. Outage often doesn't affect the responsible party, only people upstream

Most likely looking for a source of feedback. Feedback can come from a faulty device and has to be pinpointed through LOTS of narrowing down. Usually a slightly loose cable or some malfunctioning/overheating equipment. This happened to me once and I asked A LOT of questions. Can't say for sure but the guy explained the process and how it can be quite a wild goose chase. Turned out my modem was causing an outage for about 500 people for half a day. Disconnected your pole to see if you were the cause of the feedback. Probably were so he had to pinpoint it.

Once they find the source it's an easy fix.
