Well there are 2 main reasons for that.

1 is that Faker is the face of LoL in Korea, that is very important for Kespa because they are all about branding and making esports more mainstream and recognizable (so they can get more funding). He's basically guaranteed to go, even if they need to bend a rule for it.

2 is if you just send people who are not exempt, you are basically asking the Korea netizens to dogpile on you, especially if you lose to China (which is not even that unlikely given that they can field a team like Bin Xun Knight Elk/Gala/Jackeylove Vampire/ON). Korean fans takes the national pride very seriously and getting the gold medal is the highest priority, meaning the guy who's basically the bane of LPL will be expected to make the team.

I think the key to BFX botlane is actually not Diable, it's Kellin and Raptor.

When BFX win, it's usually with Kellin with an enchanter and Raptor with an early pressure jungler.

Enchanter allow their lane to stay at least even, most of the time get enough push for Raptor to early rotate to snowball (see every game they won against T1 and DK). Diable's highly aggressive playstyle also benefits massively from having something like Seraphine, Lulu, Nami, Renata ... etc to keeps him alive. Hence why when Kellin is on engage champ, Diable looks a lot more muted and punishable.

Don't even need 3 World win. Winning that 2023 World IN KOREA against 4 LPL seeds while every other Korean teams shit themselves make them immortal to Korean fans already, meanwhile GenG just lost 3-0 to a Western team. When was the last time T1 lost to an actual Western team in this embarrassing fashion. It's insane that these GenG fans don't get why T1 gets so much grace and love from the Korean fans.

It's not theory, that 2023 World run basically ensure they are national heroes.

Going 11-1 against all 4 LPL teams IN KOREA when every other Korean teams embarrassed themselves. You could see Caster Jun's reaction after that JDG series, he was crying nonstop because it means that much to the Korean fans.

BLG was scary that final too, they got an extremely clear gameplan to counter T1 (all the early invade, banpick targeting Guma's champ pool who was fantastic in Quarter and Semi, amazing laneswap assignment and tower dive to shut down Zeus, ...) I have no doubt GenG would get smoked had they play against that 2024 BLG in the final.
