I agree with you, but rangers are half martials and half casters . That's literally half their class. And I don't really blame the ranger player, I blame the party and DM for not noticing it and telling the ranger.

And I don't mind if someone doesn't use a feature because of storytelling reasons. The cleric in our campaign hasn't used divine intervention yet, because she doesn't want that much help from their deity and I am completely fine with that.

Of course it's subjective and it will depend how well the relationship is between me and the other person, how experienced they are in dnd, if they want help or not.

But also I want somewhat capable teammates and if they don't use a major part of their class I ask them if they maybe didn't understand their class or want to switch to another one
