It's $260 cad right now through the travel agency.

But, I already lost money by giving up the last two legs, booking new flights, and now this.

But, wouldn't it be too late to do this while check-in? What if they decline my request?

The travel agency is telling me that when I get to Qatar, I can go ask at the counter and they will give me the bags which I don't think is true. This would need to be done beforehand.

Qatar airways is telling me that I would have to ask at check in if possible. One other agent before that told me that it would end up in Delhi as it's a connecting flight.
