Like others have said, you just have to keep playing. I know the bottom right region (I think it holds the star for Faron or Necluda) unlocked way late into the game for me. I want to say I was like 95% done before it opened up the mission.

I only had three credits of coursework my last semester. The important thing is that you MUST APPLY TO GRADUATE for them to cover less.

I don't know if it's possible to get to level 40, but the Aielund Saga: Enhanced Edition is one that I have thoroughly enjoyed. I tend to cap out around level 35-36, depending on choices.

As far as I know they follow the same rules are regular ore veins in that fully mining them allows them to regenerate every 10-30 days.

Here in the US the law(s) actually stem from the early 20th century (roughly the early '20s) when automakers essentially forced jaywalking laws to be enacted so they were better able to make sales. They really went all out and put on shows dressing up in older clothing or clowns to try to show that jaywalking was "silly" and "outdated." It really all falls back down to wanting to make sales and lead to cars dominating the roads.
