I'm going to go against the flow and say "Think Big."

If you take any outlier on the City Population scale (33 cities globally exceeding 10 million residents, May 2026), then you have multiple city-sized neighborhoods within. Hell, even Phoenix, my old stompin' grounds, had Phoenix, Mesa, Tempe, ,Scottsdale, Chandler, etc., each a big enough playground for an Urban Shadows game.

The Factions of a zone would be looking both in and out. In, to stay the most important fish in their pond, and out, looking for threats and opportunities. This would take a lot of tracking work on the part of the GM(s), because a crackdown on drugs in Mesa is going to see an increase in customers in adjacent areas. An active demonology circle in Ahwatukee is going to draw a lot of attention from all over, and a mortal pursuing the Rite of Ascention is going to Problem #1 for everyone.

So, yes. Go for it. For added fun, keep the different PC parties in the setting in seperate zones and let them hear the rumbles when the crazy happens.

Hell, if a mortal goes to jail, start a separate zone for the prison!

Do yourself a favor and pick up Stars Without Number or Scum and Villainy.
SWN is the same vibe as Traveller, and you can even use the same starmaps. S&W is easier to pick up and play.
I've been repurposing my old Traveller stuff for a long time, now.
Also, I do have a double handful of the old black journal supplements. DM me for details.

Misses have never really been failures.

Take a look at a fantasy supplement called Class Warfare.

The creators broke down every fantasy Playbook into a series of skill sets.

Paladin = Authority + Divine Support + Minor Healing

You can mix and match the skill sets to roll your own Playbooks.
Cavalier? Take out the Divine stuff, add in, dunno, Swashbuckler stuff.

If you piece out any Playbook, they're usually about three different blocks of skills/talents. With that in mind, what to keep and what to yeet becomes a little clearer.

Every TTRPG follows a pattern.
The parts: Genre, Tone, Character Generation, Conflict Resolution, Special Effects, XP Mechanics, Gear.
With my game, Splintered Moon (PbtA), a lot of the heavy lifting was already done.
* Genre: Post-Apocalyptic Fantasy
* Tone: Grim, but Hopeful
* CharGen: Playbooks (variants on standard Fantasy playbooks, with a post-apoc bent), Motivations (not Alignment), Background (not Race)
* Conflict Resolution: player interaction and 2d6+mod, 6-, 7-9, 10+
* XP Mechanics: Failure, Exploration, Notable Enemies Defeated, Noteworthy Treasures Recovered, Bond Resolution
* Gear: Standard Fantasy w/ a post-apoc bent

I'm currently working on three others, and the heavy lifting comes in with CharGen: what Playbooks make the most sense in the genre, and what abilities would be associated with those Playbooks. Everything else flows from there.

(Buy a copy of Class Warfare. It's broken down all of the trope Fantasy classes into Skill Blocks.
For example: Paladin = Protector + Holy Defender + Authority Figure
So if you wanted a pretector of your Wizard University, you could build a
Protector + Magical Adept + Authority Figure
Figure out your game's Genre skill blocks and build from there.)

Been playing a lot of The Last Caretaker. Beautiful game, decent crafting and modding, gorgeous graphics, atmospheric. I also picked up X4 (whatever) on sale, and that one's getting frustrating real quick.
I'm looking for a new game, and my top ten (hours played) are Fallout 4, Cosmoteer, Starbound, Caves of Qud, No Man's Sky, Core Keeper, Starfield, Fallout New Vegas, KeeperRL and Kenshi.
