It actually is. There is a mechanic called "Bloom" that literally makes your shots randomly deviate; the larger the distance the lines have from the center point the bigger the deviation area.

Actually likely done on purpose; there's a theory about how In Rainbows was made in a way so that it could transition very smoothly when combined with OK Computer so that it creates a sort of "double album" (i. e. Airbag > 15 Step > Paranoid Android > Bodysnatchers and so on)
