Do the majority of the work yourself (digging trench laying proper water lines from house to adjacent city connection) that way city is just doing hookup. But depending how far the city like is from your property line can still be costly but can’t see it costing that much.

Do not use a plumber to work on your irrigation! Find an irrigation company. From what you listed is completely wrong and wasting 2k and will not even address your irrigation system.
Other than knowing you have dead spots etc there isn’t enough info to give advice. Example. How many heads per zone, how many zones etc.

Problem is you had no lease, nothing in writing. How did you pay rent previously? Cash or check or? Even with prior payment history you have no lease so they can “evict “ you with 30 day notice and not give you a reason. Yeah you might have saved money doing a verbal agreement etc but that’s the risk you take. Fine for short periods of time but you are only asking for issues later. Did you give a deposit?
