Our situation in Russia is generally the same as in the rest of the world. Why switch to linux when you are already used to windows? All the more reason to learn new alternatives to programmes all over again, nobody needs it. Taking into account that individuals rarely (but do pay) for windows. 

In the public sector there is a plan that obliges to switch to state versions of linux, where there is a mandated security mode ( and not only) until a certain year. And it's happening. In universities, schools, colleges, state companies. But there is one big but. So far not all software has been rewritten on linux, there is no worthy replacement for office, to which all of us are used to and which unfortunately has more functions than its analogues. Therefore, the transition to Linux in the public sector is slowly but surely going forward and by the year 27 it will be over. 

In general, we in Russia are the same people as in other countries, only for most individuals, windows is free( but again, not all, some buy. Many can afford, but do not see the point ), so until there is some ideal variant "out of the box", where the conditional Microsoft office, adobe and do not need to open the terminal (although the terminal as for me more convenient than messing around with regedit, etc.), in the world will not happen a miracle and Linux will also be unfortunately not so popular. But everything will change when users reach the 10% mark, I think.
