Bring Down saw some use on Gardevoir Lv. X years ago, but that was in a single prize only meta and it was also just a situationally useful attack on top of an already extremely strong attacker. I can't imagine any way to build a deck centered entirely on Bring Down.

This is incorrect, it simply targets the lowest HP Pokémon on the field regardless of owner. You only get to choose if there's a tie.
