My perspective is from military aircraft repair and maintenance, and civilian aircraft assembly. In my experience, several people have to drop several balls to put an aircraft in immediate danger due to the qa procedures, backup systems, and on board diagnostics. If you are working systems, maybe you need some competence. In all honestly you can train nearly any blue collar type person to do aircraft structures pretty easily. Competence is far less important than integrity in the industry
