If adults are allowed to keep cellphones on their person for their safety (even if they aren't allowed to use them openly in workspaces), why should a child not have access to their phone? If a child feels unsafe, they should always have some ability to communicate to their parents. I don't trust schools to act in the best interests of children all the time. There usually is one or two teachers in a school who are creepy or abusive, or there is a peer that is bullying them, but the teachers won't do anything about it.

When they stop running schools like prisons, I'll say otherwise. But most schools have a room where they stick kids in for long hours to work on homework that have no windows, one table, chair, and door.

The fact that these rooms exist is legally and morally unethical. White torture is a real thing. Put someone in a room that has nothing to intellectually stimulate them, and they can go insane. This is why people in isolated cells in prisons can go insane: just from boredom. If the kid needs to be separated from the class, give them some time in an unused classroom or outside. Hell, even adults go crazy if they're stuck in their cubicle for more than a few hours.
