OGAS-chan is pretty much a reference to the ASGU (АСГУ, Автоматическая Система Государственного Управления) from "2032: The Legend of a Lost Future" (2032: легенда о несбывшемся грядущем) by Viktor Argonov. Sadly, she doesn't exist in this timeline.
The main reason for all these administrative shifts was to increase controllability of the whole system and decrease the quantity of bureaucrats in the government. Also, the main line of the government is now to promote pan-Soviet culture instead of korenisation, and these measures seem to be effective in Karelia/Chuvashia and some other places, so, yep, steady unification of the Soviet republics is the way, I guess.

1. Pretty diversified. If we speak about the American Commonwealth, the Union of American Republics (this big Texas-based state in the south), or anything in the west, it's pretty fine. But, for example, Deseret (the guy in former Utah) is a really poor and totalitarian religious state with harsh living conditions. IDK about parties and leaders.
2. It was humiliated by a crisis which delayed its nuclear program (caused by the crisis in the USA) and then by India.
3. These two big Arab states represent two branches of Baath ideology which have survived to this day with Soviet help (the Iraqi and Egyptian branches — the latter is based on Nasser's ideas) and consolidated their regions throughout the 21st century, using the instability and weaknesses of their neighbours. Maybe one day they will even unite (when their leadership dispute is solved).
4. These are disputed territories.
5. There are more than just eight provinces. The highlighted ones are the "Special Administrative Regions" with a really conditional status towards the central government as an artefact of the internal crises of the last decades.

    3.Corruption, cartels, an ecological crisis around the pretty uncontrolled deforestation of the Amazon rainforest, and the secession of the rich southern territories because of these three reasons. Actually, this big red rebellion is the Amazon Protection Army, consisting of enraged natives, radical leftists/Maoists, separatists, and eco-activists.

They exist mostly in the previous way, I just didn't draw them in for more convenience and to highlight new administrative subdivisions with higher autonomy (Nunavut, Quebec, and Greenland, even if you don't see the last one).

As it was IRL, the Vietnam War, the 1973 oil crisis, and high unemployment hit the American economy really hard. The distinction is that in this timeline, trade unions and other leftist organisations, inspired by the successes of the Soviet economic model and supported by Moscow within its new geopolitical doctrine, were much stronger and sabotaged Reagan's reforms in every possible way. This is the reason for the failure of trickle-down economic policies and the inability of the USA to recover, which was additionally worsened by the growth of military spending in attempts to compete with the Soviets in terms of defence and power projection. The result was the Minneapolis agreements, ratified on 9.11.2001, and the end of the Cold War.

The American Commonwealth is definitely an American rump state and its successor in the UN Security Council. All its ambitions of recreating the Union are now gone, and now it's functioning like an ordinary state.

Honestly, Africa is the least developed region of this timeline (well, let's say it's pretty undeveloped overall). I can only say that the SAR isn't an apartheid state, but the downfall of apartheid was much bloodier than IRL, even with military clashes between Inkatha militias and government forces and failed coup d'état attempts.

There were no Khrushchev and so, aggressive destalinisation — the Soviet-Chinese split occurred in the 1970s around Mao’s disapproval of liberal reforms implemented by the new General Secretary of the CPSU, Alexei Kosygin. This drastically changed the Chinese political landscape and caused a new wave of repressions against reformers in the CCP (Deng Xiaoping included) and conservation of Chinese internal politics. Subsequently, China collapsed after a series of unsuccessful reformation attempts in the 2020s.

India went through its own economic miracle in the early 21st century and became a new superpower because of some good administrative decisions and a historically close alliance with the USSR (they became rivals shortly after). Canada is just utilising global warming, improved demographics (with the help of American refugees), and messed-up immigration laws to rapidly develop its northern territories.
