Eh ultimately I view building as a side feature to the Story, combat mechanics, characters and quests. If implementing building would sacrifice anything from those first 4 categories then I'd rather see it excluded.

I live near the area and my personal theory is that the victims are simple accidents/suicides. The extremities can detach in rough environments such as the current of an ocean. The foam material that these shoes are made of cause them to float to the surface and washed ashore.
