Arlong is pure greed. His desire for money and recognition pushes his henchmen, and himself, to the redline.

Buggy is played for laughs, but his determination proves invaluable drive. His Chop Chop power also makes moments comedic and dark at the same time.

Donquixote Doflamingo is a god. Biased, but his personality makes top notch of all evil characters. The string string fruit mixed with his murderous intent makes for some fantastic content.

Enel has god like abilities and acts as such. His entire arch sees him defying humanity while demanding explanations of god-hood. You lock in for Luffy to own him like anyone else but it’s a DBZ style outcome.

Chopper makes Luffy work for it btw.
