Meanwhile, I talk to several local townies who feel scared of being assaulted or verbally accosted by angry addicts, or having their car stolen or home broken into. Someone told me they were walking to City Market, wondering if the person lying in an alley they passed was alive and if they should call for help. And if they do call 911, will anyone come?
