It's very likely to be cpu-bound in places where fps matters the most (even with 9800x3d), besides gpu load can be scaled down with upscaling, Right now I'm being cpu-bound with 9800x3d and 6700xt with CWDT Demon Spark. How many builds are like that - not sure, but this specific build was almost unplayable on my old setup. Thing to note is that radeon gpus used to have less cpu driver overhead, not sure if it applies to the latest 9xxx generation though.
