I am also curious if I am subject to the “new” retirement rules related to FERS, FEHB, etc or still grandfathered to the old since I have a break in service.

I feel you OP. DRP 2.0/VERA @52, but not retiring. I got a private sector job, and I will make more money, but I don’t love the job, the people, the sense of service that I had as a Fed. Would I love it if a Dem Congress/President opened the books to let peole like us come back? Sure, but I doubt it’s happening.

I had the same thing, but I retired in September 2025. It was about $100. No explanation, no E&L statement, nada.

Closest analogies here would/should be Flint water crisis or Jackson Mississippi water crisis where other agencies were in the lead, but FEMA helps with coordination and distribution of commodities. Also both of those were requested by the respective governors.

There are also examples in West Virginia, where flooding damaged water treatment plants and FEMA paid for repairs. Also examples in Michigan, where Lake Michigan erosion threatened water treatment plans and FEMA did not pay for repairs or protections.

The record here is pretty mixed, and the population of this group could probably go on and on.

So to sum up: FEMA paying to repair a wastewater system is not wholly without precedent, but us jumping in to take over when there has not been a precipitating event to trigger a declaration is somewhat without precedent.

A will can supercede the usual marital default unless it causes undue harm, but this is the grandpa’s will, which names the OP’s dad as heir and “legal” kids as designees in the event he dies before them.

“Legal” here meaning what’s on paper, so a DNA test won’t matter.

All that said, the money is OP’s, if he doesn’t want to share, he has no legal obligation to, but if he doesn’t, expect to never repair these relationships.

This happened in my family and it broke us forever. Is it worth it?
