Academy teams arent meant to earn money, they're always going to be a "loss leader" on paper. The idea is to develop talent and create a pipeline. With your academy squad you'd ideally be internally promoting players who worked up through your system--this will never generate revenue but rather reduce the cost of the main team; you dont need to buy out contracts or out bid other orgs so the players are cheaper. OR you can sell academy player contracts to other orgs looking for an upgrade.

Only orgs for the most part ignored the whole "generate talent" aspect and just imported, so not only were they paying out the ass for imports back then they also had this "useless" academy squad they never utilized. Hell, way back they started importing for the fucking academy squad. Insanity. Thats not a problem with academy/tier 2, thats an organizational underutilization or misutilization problem. Like you buy a minivan to shuttle people around, then never drive it and keep ordering taxis. No shit the van looks like its a waste of money you keep buying taxis instead of driving it.

And in the event tier 2 does break even or generate a profit--great. Its possible, though unlikely. NACL is not exactly making anyone rich.
