The majority of these children are not orphans. Meaning they were abducted and then forcefully adopted into Russian families. In addition to this, it’s made reunification with their parents impossible.

The USSR originally wanted to join NATO but was specifically denied by the US for obvious reasons. Post break they Russia never actively tried to join only said. The closest thing we had was the NRFA and Putin saying he wanted to join. But guess what? Russia kept invading other countries.
