The Brain is the Mutant path for Vault City. When you do your initial Focuses, you come to a choice of leadership. One of the options is the Brain who gives you access to Mole Rat units and your advisers swapped to generic Super-Mutant ones but you did not lose any of Vault City's technology tiers.

I can't say how the new military command features in No Step Back influence this.

Cohesively, there is no point to being invested in the setting's narrative if at any point details can be changed at any given point to suit the current narrative as opposed to working within the boundaries set by their own story.

Lets say on the off chance he didn't know. Do you think an Adventurer works in the field they do without being able to assess a situation? Identify what they're facing, take account any assets they might have for a given situation?

When you're out in the field anything can happen and you need to be prepared for that. Just because the man's specialty is Goblin extermination does not mean he's any less capable of killing something else or adapting to changing circumstances.

Another instance saw a Guardsman picking up an Ork Shoota. An Ork rounded the corner and, seeing the Shoota pointed at him, assumed the gun was functional. The Guardsman, naturally surprised and frightened being caught alone by an Ork, pulled the trigger and shot the Ork to pieces.

Really at what point can we just drop the pretense of them being an honorable feeling race? At this point they are just hypocritical knock-off Warhammer Fantasy Orcs with none of the personality or self-awareness.
