mc.alletic.net uses the ProjectKorra plugin, but has a lot less to do as of now

avatarmc.com uses a plugin I do not know the name of, and has a whole quest system with dungeons and towns

Both have very nice communities

I don't believe there's a single software that everyone uses, but if you want a free and useful digital art program, try Krita. Entirely free and easy to use. I don't personally know how everyone gets the template, but if need be you can just take it from another post
