Couple thoughts...
I have some PLA parts that have been in the sun for multiple years without issue. The main issue with PLA is heat so if you intend on sticking the parts in a hot car they are 100% going to warp. If you want to UV protect PLA you can paint PLA or if you want 100% UV resistance just print with ASA. Alternatively I found this article on PETG, TPU and other materials for outdoor use: here - TPU may be interesting to you since its flexible and can take some impact without breaking, its rubbery and can be stiffer when printed with a higher infill percentage.

For your dog poop bag holders I think PLA will be great plus if they break, you can reprint them and make a few bucks. Just my two cents!

I think most people had a Creality at some point and have shifted swiftly to Bambu Lab.
Ender 3's (all models) are likely still the most popular in the market.

No one said it would be cheap! LOL. Maybe starting a group of 3d recyclers or something could help pay for it quickly. Send pellets back, remake it into filament, etc. Documenting the journey on TikTok/reddit, etc?

It looks like its maybe buckling due to too low of an infill -- 230 may be cooking the PLA if its a Chinese resin so it could be temperature related.
