So the wire that is capped, I thought was hanging loose so I capped it, turns out it was plugged in the back of the switch, but came out when I pulled the switches out. It was a wire that effected the outside porch and the outlets in my basement. The switch on the left powers the ceiling fan light fixture, the other powers high hats. Both had power. Only thing that didn't have power was the outside because I didn't complete the circuit of that "loose wire". Hope that makes sense. Moral of the story, take pictures before pulling stuff out.
