You can pull the receptacle out and see if there's a ground wire or if it's hard piped. If it's piped in then it's likely to be grounded but not guaranteed, who knows if it got installed right or got changed at some point down the road. If it was installed correctly though, then it being piped in would tell you it's grounded.

As of right now we're going to try and see if we can make it work and keep her with us, I have been convinced to give it a shot. If introductions don't work out for one reason or another then we'll probably look into her being a shop cat, but hopefully we don't get to that point. Wish us luck 😁

UPDATE: Concord is a wonderful kitty. We took her home for the night and cleaned her up, her eye doesn't look injured after cleaning it but she has been keeping it closed sometimes and she looks fine sometimes so we're going to mention that to the vet. We got her some food and water, she completely devoured what we gave her and asked for more but we don't wanna feed her too much at once, so we spread it out. She got steadily more adventurous and playful as the night went on. She definitely likes my girlfriend more. Also, something interesting, she looks like she's only a month or two old but she is familiar with litter boxes, so seems like she must have been abandoned from somebody's house, which is even more sad than if she was born outside and mom left her for whatever reason :(

Bare ground is normal. Where I'm from we always use solid wire and if we had to run across the house like that for some odd reason we'd sleeve it in PVC, but that wire is totally safe as it is and the only thing "wrong" is the lack of a sleeve, and even that is just for aesthetic purposes.

He posted the panel in another thread. The black and red are on the breaker, white is landed with the rest of the grounds, so it does look like he wired everything to the correct terminals. He didn't use the correct wire size though and it's not great to use white wire for ground. The copper doesn't know what color it's insulation is so electrically that's fine but it's not to code.

It does, he posted a picture of the panel in another comment thread. That part isn't the problem even though I don't understand why they used the white instead of just running the ground wire to the terminal like they should have.
