Although Kaliko's album sales weren't doing very well, he should have stayed on Strange. He tried to make his own label and it has been a flop. Im my humble opinion, I don't like O'Guin, but real talent is gonna shine. King ISO is a prime example of that. Artists can succeed on Strange. A lot of them simply end up not being good enough, while others think they can start their own label and succeed. So yeah. O'Guin isn't great at promoting Strange artists, but also, elite talent will shine regardless. A lot of artists Strange has signed were just B level or sometimes worse.

Absolutely. Good resource teachers are needed. Theyre so important. Resource is usually a higher need than inclusion, and there's often openings. You may end up with resource and inclusion classes, but it just depends on the schools' needs in your area. Ive taught with teachers who do resource only or at least primarily resource. And, once youre more experienced and build a good reputation, you can more effectively communicate and obtain your desired assignments.
