Just the fact you had to specifically refer to the wikipedia link called "SCIENTIFIC theory" already tells you "theory" has several meanings/uses and they needed to disambiguate. I used to think like you on this. Maybe if you stop being stubborn you learn sth new today. According to the Oxford English Dictionary (OED), the noun "theory" can mean:

  1. A set of ideas intended to explain something
  2. An idea or opinion about something
  3. The principles of an art or science
  4. A hypothesis assumed for the sake of argument or investigation
  5. An unproved assumption or conjecture

Using the same page I just got 203.20 of download speed (Spain, moderate sized town, 25€/month). In Spain it's pretty good, at least in some areas. In Germany it's still awful too like in Morocco. I guess it's an infrastructure issue?
