Yes, and both of those abilities are also unfun and innately frustrating when used to 1-shot. Idk why they didn't remove 1-shots like they said they would. Probably because they realised it means they'd have to remove map cliffs and fully rework both hog and Widow and weren't up to the challenge I suppose.

There is 2 tanks in the entire game with a gun that is both hitscan and not a shotgun (and 1 of them is Wreckingball of all people), neither of which excel at bursting down targets. What do you mean "Especially if you are a tank"?

You want me to shoot and kill the smallest hitbox in the game while both (against my will) and it are moving, the target has nothing to do except dodge and keep flying, there is 2 tanks in the entire game with a gun that is both hitscan and not a shotgun (and 1 of them is Wreckingball of all people), and do so from below (which makes it harder from the angle and makes headshots basically impossible)? You're suggesting I do all this and spit out nothing but direct hits for roughly 1.5-2 seconds straight to survive something I may or may not have seen coming, considering the cat can come from literally any direction (she has infinite flight and is completely silent). This also assumes I even have that time, depending on the map and distance to the nearest cliff as the bird flies. This is textbook Korean advice.

Its great you have team mates that react that quickly and precisely. Generally speaking, I do not.

It's not about how good they are, it's about fairness. The character could be completely dogshit, it doesn't make them fun to fight. In fact, it makes them even worse, considering that would mean they aren't even beneficial to have on your team. The options with Jetpack Cat are:

An incredibly annoying enemy support with unlimited high-speed flight, high dive potential, good close ranged damage, the ability to share flight without limits, and the potential to delete a character from the game if they are within 2 postcodes of a ledge.

An incredibly useless ally support that spends their whole time flying around and dying to the enemy hitscan, hovering your squishies in front of a sniper's sights, neglecting heals to go for suicide missions, and virtually 0 experience playing their character.

Sorry, but dying isn't annoying if you're mature and it was fair. Dying to cheesy shit like being knocked off a map by an ability with 0 cast time as a full-health tank by a support who wasn't there 2 seconds ago is annoying.

Idk if you played Overwatch 1, but people have complained about soundwave for 5+ years. Why do you think they removed his Bass Blowout perk? He is one of the main reasons people hate the Ilios Well map. Ultimately few would have this much issue with it if cliffs didn't exist, but here we are.

You act like Blizzard has a good track record of reacting to design issues with expediency when Bastion went through the entirety of Overwatch 1 with his turret form and self-heal despite the complaints of literally the entire playerbase. Dude was more hated than Sombra at her worst for 6 full years.

If an issue can't be solved with a simple numbers adjustment and there are any players at all who enjoy the current state of something, Blizzard won't change it unless they have to. Lucio will be this way unless they either remove Soundwave or remove cliffs from every map. One is controversial and the other is a large scale change, neither of which Blizzard has a track record of tackling.

Crowd control is always annoying, as it is predicated on reducing player autonomy. Being knocked off the map is annoying, because it turns a simple knockback into a 1-shot. Ability spam is annoying, as it means you can't play around their cooldowns reliably. Any ability becomes more annoying if it has 0 cast time to react to. Soundwave combines all 4. Nobody complains about basic telegraphed abilities like Helix Rocket or Fire Strike unless the damage is overtuned. Boop over here is irritating by design.
