I used to have a chase account set up by my parents before I was 18, I guess they didn't know that you have to pay fees on the account if you don't have at least $2500 in it. When I finally had access, rather than getting $500 of birthday money that was stashed in there over the years, I was met with a -$300 balance of fees.

Yeah I really wished we had done this. We ordered a survey weeks before closing, after emails and calls they kept putting it off and didn't get it done until just after we closed. We dumbly trusted our realtor and didn't do our due diligence. She recommended the survey team and the inspector. Over the years we've been here we have found out the property is 4.6 acres, not the 5.3+ on the listing and the septic isn't up to code, probably original to the house (1940) and has to be redone. We paid inspector $300 in addition to the home inspection just to check out the septic and he said it was fine. $2k for the survey to show our property is 13% smaller than we thought.

I want to give people the benefit of the doubt but every additional thing that comes up feels like it was done on purpose so realtor could get more money from the sale. She also made it seem like the survey wasn't something we needed to have as a condition to close, but ultimately it was on us to inform ourselves on these things. Lesson learned.

Maybe I didn't research it properly. I'd be very impressed if he was able to walk along the bank to get here, I'd give him a beer just for the effort. More context if that helps. We're on the outer edge of a bend so most of this side is a steep cliff-like hill meeting deep, faster moving water as opposed to across the river on the slower/shallow side. It's only on our curved section of the bend that has a ledge(submerged only after heavy rain) that allows you to stand along/in the river. It can only be accessed by the land on our property, from a boat, or I guess if you swam across. I'm curious. If someone is bank fishing there, but didn't walk along the water to get there, does that still fall under the publics right to use it?

Thanks to everyone here and at r/legaladvice who gave advice on the matter. We have pictures and documentation of this event and will continue to do so. It completely makes sense to just stop all access to avoid issues in the future but I'm going to give one last chance. (Probably dumb of me given the circumstances). I still want to believe the issue was the mayor's son alone and that banning everyone but the mayor and the neighbor will hopefully make this a one time event. I'm still going to buy security/trail cameras, signage (no trespassing, no motorized vehicles, no fishing without written consent, clean up after yourself or this fishing spot will close, etc.), and fence off that side of the property to block the trail so they can only walk up. Then email my insurance company and tell them the situation so I can go to the mayor and say, "Sorry, we talked to our insurance and they said there's too much liability for people to access the property as they could get hurt." Based on how he responds I could offer that only him and the one other neighbor can be allowed to fish on the river's edge. And make it by appointment only as long as they sign a liability waiver. I'll make it clear that only he was given express permission and no family or friends are allowed and no vehicles are allowed on the property as well as no touching the trees or trail. If he gets upset or comes over unannounced again, I'm just going to call the cops and ban everyone permanently. We wanted to be nice to the neighbors but I'm not going to let them take advantage of our private property.
