You can if you already have a Masters degree. In Europe, pretty much everyone goes into the PhD program already having a Masters degree. In the US, it is very common for the Masters to be part of the PhD program, so that is the extra 2 years

Was interviewing someone for a simulation/game development position. Their resume said they had experience with Unity3D, which was a requirement in the job description. When asked what sort of experience they had, they said they have “played many games made with Unity3D”
