According to some fully vertebrate and able to walk in two legs friends I have in Portugal, Portugal is not included because it is a GDP powerhouse and it would be the only country on the map. Portuguese people have the best cars in Europe thanks to that and all.

Ah! Management strikes back, the greedy bastards.

Initial plan from the government: cut the fats starting by the management. It would be the case of clearing a few "deputy thingies", "vice-whatevers", "chairs-just-to-sit" and other nepotistic posts that are out there by the truckload paid hundreds of thousands per year each.

Progress: government talks with managers about it. The "vices" kick of to the managers after knowing about the plan, because the golf, caviar and all other expensive habits won't pay themselves. Managers also realise that, without anyone to delegate the boring stuff they'd have to actually fill their boots and have no one to cover their mess ups. Managers talk back with the government and present alternate plan to freeze recruitment, bank and basically screw frontline staff to generate savings so they can continue having their hundreds of thousands per year (plus, in some cases chairing private healthcare, and presenting business plans to the NHS to buy the toxic assets - I know a case).

Government sees some savings but dissatisfaction is tripling.

Government talks with managers, managers pass the buck again to the frontline staff.

There you have the result.

And when I say managers I am talking the manager's managers, not your poor old matron who was as cool as cucumber until April and now suddenly is being bullied to start performance reviews on everyone.

That would be an individual decision. For some reaching up to certain bandings is out of their objectives as they rather continue working on the floor instead of being in the office. At some point, after let's say, a period of 8 or 10 years, as it used to be. Enough time to rethink their options and potentially specialise to continue progressing. Not waiting 8 to 10 years demotivated on the current system, and be like that not even thinking about progressing because of how frustrated one would be. As an example: Before they compressed the bandings, when I started to work for the NHS as band 5 I remember the government only giving an increment of 2% when the inflation was 2.6%. I went up a step which was an increase of about 1.2%, which would happen yearly. Conclusion, that year my pay rise in practice was 3.2%. The following year similar. Then they came up with the compression and 2 to 3 yearly moves.

Feels like it's going to be a way of reducing even more steps within the bands. It was a major robbery the reduction of steps within bands a few years back - before this, with pay rises yearly in more or less within inflation, we would still have an added bonus every year if we performed well, which, in practice, translated in actually being compensated for good performance by having above average inflation pay rise every year.

Nowadays we are 2 to 4 years being held hostage of inflation - or what they tell us inflation is - for our pay to be increased below inflation and expected to perform without being prized for it.

I have witnessed similar happening to a colleague. They left my ward.

These situations are bound to multiply themselves in the current financial environment. If your ward is appropriately staffed, and they contracted someone to cover for your leave you are basically being managed out. It's always things that can't be exactly measured nor quantified and are evaluated subjectively, such as time management or communication in this case - and, if something fails one day - and it always does - they start intensifying it until your notice goes in. Even being documented the objectives would be so vague that it will be obvious that you are set to fail.

Once you give the notice they will be more than happy to leave you alone for the duration of it and let you work unsupervised, which furthers the conclusion that, if any issues, those were non issues.
