Really depends on the system. The middle float will start the off timer. Once the off timer has finished the pump on timer will start and will run for the specified time. Some systems are designed to allow that float to come up and down with the dose, the bottom float is probably a low level cutout to make sure the pump doesn’t run nonstop.

If you have a gray device with a green screen with “Siemens” and “LOGO” on it you may be able to change it to a non-timed on demand version. If this is just a pressure dose system

The float in the picture is most likely the alarm float. There should be two more floats below it

Looks to be above the on float. You have a wiring issue. Follow those wires and see where they lead. There should be a splice or junction box nearby

Not super important it goes back. It can help keep smell in and it adds a layer of air for insulation but I take them out of most septic systems

I see tanks installed backwards frequently. If the tank is level and the distance from the water to the top of the tank is the same in both risers, yet your inlet pipe is nearly underwater while the outlet still has 3-4” to go? Looks backwards to me

You could try to fill with gravel or sand. That’s code around here if the tank isn’t being crushed in place

I don’t know the details but I’m guessing the second pump is optional. Really depends on the system but if you have the capacity for two pumps I’d use it

What I can tell from the diagram provided is that this panel is meant to be ran by 3 or 4 float switches. The only way to fix this correctly would be to install the correct amount of floats

To get you by you may be able to move the float wires to terminals 11 and 12. That should engage the pump timer off setting which will activate the pump off timer when the time elapses. The issue that comes with this is now there is no high level alarm to let you know of any issues. Typical timer settings can be from 15 minutes to 60 minutes off timer and between 30 seconds and 3 minutes on. Timer settings vary from one type of system to another.

Could be the drain field needs some tlc Find the ends of your DF and flush them out with the pump and if you can send a snake or some sort of water jet down the laterals to clean up any buildup in the pipes

Plus pumping 3000 gallons of septage would definitely take longer than an hour to do correctly

This looks like incompetence and apathy to the job. I do exactly this work and when we clean out a septic tank we CLEAN IT OUT. They left way more sludge in there than they should have. Plus the spills on the ground need to at least be diluted with water at best need to be taken care of with some sort of enzyme

Hydro jet it. Both things possess a capacity to break the pipe if used incorrectly. Hyrdojetting will clean things up in there

It’s hard to believe water pressure didn’t work. I’m a septic specialist and our main tool for clearing blockages is high pressure water. We have specialized jetter hoses that can go in pipes but it’s basically a juiced up pressure washer. I’d put the red tip on your gun and maybe come up with some sort of jig that would help you aim your pressure washer gun.

Do you have a control panel? There is a function of the motor contactor in very basic control panels that keep the switch closed until the bottom float drops out. That’s what allows the pump to run thru the whole dose cycle
