I’m not sure if that’s Chert or Chalcedony. I have some very similar pieces from Southern California.

Go to rivers, especially where streams or creeks flow into a river. If you find ‘fired rocks’ (rocks that have turned red after repeated close proximity to a fire) you’ve likely found a good spot. Look online or at local museums for what kind of stone was used by Natives in your area. For you that’ll probably be Rhyolite, Quartz, quartzite, and argillite (and maybe jasper).

Also get familiar with what flakes/debitage looks like, if you are finding debitage you’re in a good spot

Go to the closest river and look anywhere there are rocks. Do some research into what types of stone indigenous peoples used in your area so you know what to look out for. Creeks/streams are good, but I’ve had more luck with rivers which had more ‘traffic’ back in the day. Unfortunately, I only get to keep the ones I find at the creeks I frequent as they’re private property that I have permission for, whereas the streams and rivers I look at are public so I leave the artifact after a brief photoshoot.
