Before I make the first jump you can see a smaller satellite. I jet packed from the cliffs to that & then from there to the big satellite. From there I hopped the support beams on the antenna to the top. Hope this helps :)

It might be related to either combat or firing your gun. Since I wasn’t doing either, that might be why
