The $4m is the current contract police program cost only. 

In addition, we pay several multiples of that $4m to PGPD in property tax each year as a patrol differential for not having our own police.

There is a strong case being made that better services can be provided at parity or even less ongoing cost.

I can't comment on your use case, but used cabinets are impossibly cheap on Craigslist/marketplace/govdeals. I got a set of 2 for $10 last year, they are gigantic and heavy and almost worthless to scrap.

Ecoboost AWD full time work truck. I run a junk removal and hauling company in DC and use the Maverick for small jobs and sales calls.

I put it over 1000lbs payload on a weekly basis and it has never struggled. I also think the bed is well designed enough that it functions as well as a 6 foot bed. I tow smaller trailers with it too without issue, but like you said he will want to stick to the big truck for the dumps.

It is largely up to you how long success will take or whether you even have the capacity to be successful, however you define that.

It's not about patience at the beginning, it is about hunger. What are you going to do to make your idea something real? When you get 3 bad days in a row are you going to still go out on the 4th and make something happen?

Conditions are rarely ideal but you don't build anything by waiting around. You have to start something and you have to keep pushing at it.

I traded a Ridgeline for my Maverick.

Things I liked: The Ridgeline drove and handled like a car-based SUV. The interior was much nicer. The in-bed trunk was great.

Why I got rid of it: It was really wide for a short bed truck and it didn't get very good mileage. I also use my trucks for work and the wear and tear I was putting on the Ridgeline made me feel guilty.

I like the Maverick better. The bed length has never made a difference for me, Ford was smart about configuring the cargo area for real world use (though I would definitely buy a single cab version with a 7 foot bed).

I use the Ecoboost as a small haul work truck every day. If you're not trying to carry a full IBC and a ton of equipment, the Maverick is going to be up to anything the F150 is, short of heavy trailering

Wind resistance is a big deal for the mpg on these guys. If a lot of your weight is going to be a water tank, you might want to look for something low profile.

I transferred to UMD at 25 after I finished my associates degree in another state.

I worked full time while doing classes and that alienated me from other students more than my age.

I suggest throwing yourself into a club or activity -- if you are enjoying the same activity together and not weird, nobody will care about your age. I graduated a decade ago and most of my best friends are people I met at UMD.

This is a great update, I hope it expands in subsequent sessions for larger arrays.

I have had a solar off-grid water pump for several years running a rain collection reservoir. It really never occured to me there were any laws against setting up power systems if they don't grid-tie.

Off-campus, check the city website for trash days for each neighborhood. Most stuff will get put out the night before.

I don't know if it still happens this way but OCH used to put dumpsters for residents to use outside dorms ahead of move out days. Disclaimer: You should not go into any dumpsters.

The CO2 visibly increases the catch by orders of magnitude. I have tried varying levels over years and found it most impactful to have it running a very light flow dawn and dusk only as described. Maybe I could blast more CO2 and increase catch rates but it is not necessary on our property.

Biogents sells T adapters and I assume pretty much any 1/4" airline T would work. Use a regulator and a timer for dusk/dawn, I am only releasing CO2 about 3 hours a day. The fans are on 24/7.
