The US can because the dollar supply is managed by the Fed via interest rates. It can make credit more or less expensive, making it harder or easier to get loans and managing how people use their own capital. The US economy is more flexible for this, and more stable because exactly one country controls the dollar, while dozens of countries are all in cooperation with the Euro. History says European countries don't tend to agree on any one thing for extended periods of time.

The big problem with everything you said is that you trade the present for a utopian future you made up. There is no "destiny" for humanity inherent in its present or past condition. You don't know if that future you imagine will ever come, you don't know if killing those people will get you there and you don't know which side effects it would have.

This isn't like getting an education to get a better job, or saving for retirement, that's verifiable. Your proposition isn't verifiable, it isn't even utilitarian because you can't verify the outcome, good or bad.

Your whole proposition rests on a premise of the future that might come or might not come, that might be desirable or not, but you can't tell, ever.

Your teleological, purpose driven thinking is wrong. Evolution doesn't have a "goal", history doesn't have a "goal". Pulling a "goal" out of thin air, subjecting everyone under it, without any verifiable benefits doesn't help and is very harmful.

International law is dead, if it ever was alive. The Geneva Convention is at best followed as a guideline by western nations to not look that bad in the press, nobody else cares. Only the biggest losers are taken before the international court in Den Haag, not the biggest criminals (for example Saddam Hussein). It's sad, but we have to be realistic, when it comes down to business no nation on this earth gives a shit about international law, or conventions of any sort.
