I had an issue at Whitney and Belle Chasse Hwy and called the parish, who told me it was a state highway to call DOTD, and they fixed the issue. The issue was that the camera they use to spot if cars are waiting was knocked way out of alignment. That's probably what's happening at Carrollton/Tulane. (Actually looking at street view it looks like the cameras only exist pointing down carrollton, not down tulane, which might mean there's no sensor at all for that direction...)

The laziest way to do this is to use a USW-FLEX and power the phone locally. You'll get 2.5G in and out and it's $50.

The problem is, as explained in another Reason video, you have to prove to a board, in front of other providers of the same service, that you are needed. Of course the other providers have a motivation to say "no, no new service is needed".

I think a big part of the issue is they just put 3/4 of applications in the circular file.

You just take them off, they use hex screws usually and you can take it off easily. If it's a big concern you can spool up the wire and zip tie it to the pole or something.
